Surveillance video captured two masked thieves breaking into Riggity Wrecked smoke shop at 59th Street and Francisco Avenue in Chicago Lawn around 3:30 a.m. smashing video poker machines and an ATM but leaving without cash. The owner says this is the second break-in in three days and that police told them they could not pursue the suspects due to the city’s no chase policy.

A Chicago Lawn smoke shop owner is speaking out after surveillance video captured masked thieves breaking into his store for the second time in three days smashing an ATM and video poker machines before fleeing and after police told him they were unable to pursue the suspects due to the city’s no chase policy.

Surveillance video from inside Riggity Wrecked at 59th Street and Francisco Avenue shows two people wearing masks breaking through the front door at approximately 3:30 a.m.

Once inside the suspects smashed video poker machines and an ATM but did not leave with any money.

The owner told CBS News Chicago this is the second time in three days thieves broke into the store and he believes the same crew is responsible for both incidents.

The Owner Speaks Out

The owner posted on social media after the second break-in expressing frustration with the city’s response and the toll repeated break-ins take on small business owners.

“This happened this morning AGAIN second time in a week and the cops showed up 4 minutes later but explained to us they couldn’t do anything because of the no chase policy,” the owner wrote. “We work hard to stay open for the community. No matter what has came to us in these past 8 years we have moved forward to stay open.”

The owner described the financial toll of repeated break-ins saying businesses face stolen goods replacement costs, board up fees, glass fees, and security gate fees that accumulate quickly after multiple incidents. He announced the store would no longer have an ATM going forward.

“The city really needs to do something about these ATM thieves before businesses shut down for taking so many hits,” he wrote. “Every time a business gets hit there is financial loss of stolen goods that need to be replaced.”

The owner urged anyone with information about the break-ins to come forward.

“The point in us posting these videos is that if anyone knows anything please come forward. These small businesses don’t deserve what these simple ignorant minded individuals are doing to the people running these businesses and the community.”

A Pattern Across Chicago

This break-in is the latest in a pattern of ATM theft targeting South and Southwest Side businesses.
