Every rainy season in Nigeria brings a familiar cycle of anxiety. Heavy rainfall overwhelms drainage channels, renders roads impassable, causes structural defects in buildings, and, in the worst cases, results in the loss of lives and investments to flooding and building collapse.

While these disasters are often treated as seasonal emergencies, they have become persistent threats to Nigeria’s real estate market and the wider economy. Lagos State, the nation’s commercial capital and largest property market, provides perhaps the clearest example of the enormous economic cost of environmental and structural risks.

Home to millions of residents and a substantial share of Nigeria’s commercial real estate investments, Lagos experiences recurring floods that disrupt businesses, damage infrastructure, reduce property values, and expose weaknesses in urban planning and building regulation.

For property professionals, flooding and building collapse are no longer isolated environmental events. They have become critical investment risks that influence property valuation, development decisions, insurance costs, mortgage financing, and investor confidence.

The relationship between rainfall and the property market is becoming increasingly important. Climate change has intensified extreme weather events across the world, while rapid urbanisation has increased pressure on infrastructure.

Lagos combines both challenges. Much of the city lies barely one to four metres above sea level, making it naturally vulnerable to flooding. Extensive land reclamation, blocked drainage channels, uncontrolled urban expansion, and increasing areas covered by concrete have further reduced the city’s natural ability to absorb storm water.

Recent scientific studies indicate that flood events in Lagos have increased significantly over the past two decades, with flood-prone zones continually shifting as urban development expands.

The consequences for real estate are substantial.

Flooding immediately reduces the functionality of property. Residential buildings become inaccessible, commercial activities are interrupted, warehouses suffer inventory losses, and transport costs increase. Even where buildings survive physically, repeated flooding diminishes their attractiveness to buyers and tenants.

Market behaviour clearly demonstrates that investors now pay close attention to flood history before purchasing land or buildings. Questions regarding drainage systems, flood records, elevation, and proximity to water bodies have become as important as location and accessibility. This represents a significant shift in the Nigerian property market. Traditionally, location was assessed mainly in terms of prestige, accessibility, and commercial potential. Today, climate resilience has become part of location value.

Another growing concern is the increasing frequency of structural failures during the rainy season. Water infiltration weakens foundations, corrodes reinforcement steel, erodes surrounding soil, and accelerates deterioration in poorly maintained buildings. Where construction standards are compromised through substandard materials, poor workmanship, or disregard for approved designs, heavy rainfall often exposes these hidden structural weaknesses.

Research on building failures in Lagos consistently identifies three broad categories of causes: deficiencies in design and construction, weak regulatory enforcement, and the use of poor-quality building materials. Poor maintenance and unauthorised alterations also feature prominently among recurring causes of collapse. The human consequences remain devastating. Only recently, another multi-storey building collapsed in Lagos, claiming lives and reinforcing public concern over construction safety despite ongoing regulatory reforms.

Although the Lagos State Government has strengthened inspections through agencies such as the Lagos State Building Control Agency and the Lagos State Materials Testing Laboratory, experts agree that enforcement must remain continuous rather than reactive. Government reports indicate that recent reforms have contributed to a reduction in collapse incidents, yet isolated tragedies continue to demonstrate that compliance cannot be compromised.

Beyond the tragic loss of lives, building collapse inflicts enormous economic damage on the property market. Financial institutions become more cautious in lending against properties located in high-risk environments. Insurance premiums rise. Developers face increased compliance costs. Buyers delay purchasing decisions, while investors redirect capital to locations perceived to be safer and more resilient. For Estate Surveyors and Valuers, these developments have altered professional practice. Property valuation can no longer rely solely on physical characteristics, neighbourhood quality, and comparable market evidence. Environmental risks have become measurable determinants of market value.

Flood exposure, drainage conditions, soil stability, structural integrity, maintenance history, and regulatory compliance increasingly influence investment decisions. Properties that demonstrate resilience command stronger market confidence than comparable buildings with unresolved environmental risks. Commercial real estate faces similar challenges. Shopping centres, hotels, office buildings, industrial facilities, and logistics hubs depend on uninterrupted operations. Flooded access roads, damaged utilities, and prolonged business interruptions translate directly into financial losses.

Manufacturing companies operating within industrial estates experience production delays when roads become inaccessible or warehouses are flooded. Retail businesses lose customers when shopping districts remain submerged for several days. Hospitality establishments suffer cancellations whenever weather-related disruptions affect transportation.

The cumulative effect is lower investment returns across multiple segments of the property market.

Lagos also illustrates another emerging concern that deserves greater public attention—land subsidence. Scientific research suggests that parts of the city are gradually sinking due to a combination of geological processes, groundwater extraction, coastal dynamics, and rapid urban development. Researchers estimate that if these trends continue, thousands of buildings could face increased structural risks over the coming decades, particularly in vulnerable coastal areas.

These findings reinforce the need for long-term planning rather than seasonal emergency responses. The lessons from Lagos are highly relevant to other rapidly growing Nigerian cities including Abuja, Port Harcourt, Ibadan, Benin City, and Onitsha, where urban expansion is occurring faster than infrastructure development.

What, then, should be done?

First, governments must strengthen urban planning and enforce development control without exception. Building approvals should strictly reflect environmental suitability, drainage capacity, soil investigations, and engineering requirements. Illegal developments on flood plains, wetlands, and drainage setbacks should be prevented before construction begins rather than demolished after disasters occur.

Second, professional supervision throughout the construction process must become non-negotiable. Every major building project should involve qualified architects, structural engineers, builders, quantity surveyors, and Estate Surveyors and Valuers working within their respective areas of competence. Professional shortcuts often become expensive disasters.

Third, periodic structural integrity assessments should become standard practice, especially for ageing buildings and commercial properties. Preventive maintenance remains significantly cheaper than reconstruction after structural failure.

Fourth, drainage infrastructure deserves sustained investment. Flood management is not achieved by emergency desilting alone. Cities require integrated drainage networks, effective waste management, flood retention systems, and regular maintenance. Citizens also have responsibilities. Indiscriminate disposal of refuse into drainage channels continues to aggravate flooding across many urban communities.

Fifth, climate risk should be integrated into property investment decisions. Developers should undertake flood risk assessments before acquiring land. Institutional investors should incorporate environmental resilience into feasibility studies. Mortgage institutions should recognise resilient buildings as lower-risk assets deserving favourable financing conditions.

Insurance penetration within the property sector must also improve. Many homeowners and businesses remain uninsured against flood damage despite increasing climate uncertainty. A stronger insurance culture would improve recovery after disasters and reduce financial losses.

Professional bodies have an equally important role. Estate Surveyors and Valuers should continue educating investors on environmental risk pricing, while engineers and builders must insist on strict adherence to construction standards regardless of commercial pressures.

Ultimately, every building collapse is preventable, and many flooding disasters are manageable through proper planning, responsible governance, and professional discipline. The rainy season should not automatically translate into property destruction, business disruption, or avoidable loss of lives.

Lagos has demonstrated both the dangers of rapid urbanisation without adequate planning and the benefits of stronger regulatory oversight. The State’s recent improvements in construction monitoring show that progress is possible when institutions function effectively. However, sustaining those gains requires continuous enforcement, public cooperation, and political commitment.

The future competitiveness of Nigeria’s property market will depend not only on housing supply or investment incentives but also on resilience. Cities that can protect lives, safeguard investments, and withstand environmental shocks will attract greater confidence from local and international investors.

The rainy season should therefore serve as more than a weather forecast. It should remind governments, developers, professionals, and property owners that resilience has become one of the most valuable assets in modern real estate. Building safely, planning wisely, and protecting the environment are no longer optional—they are essential requirements for a sustainable property market and a resilient national economy.
