Jaylin Arnold was 18 years old when Chicago Police first arrested him for carrying a firearm with a defaced serial number.

Over the next decade, he was arrested nine more times. Now at 28, he faces federal charges for allegedly running a fentanyl and cocaine distribution network across Chicago while simultaneously being convicted in state court for his role in a police chase that ended with a Chicago officer being shot.

The Federal Indictment

A federal grand jury indicted Arnold on August 13, 2026, in U.S. District Court in Chicago. Case number 1:26-cr-00441 before Judge Thomas M. Durkin.

The indictment charges Arnold with conspiring with four other people to distribute fentanyl and cocaine in Chicago from January to June 2025. Specifically, the indictment alleges 40 grams or more of fentanyl and a quantity of cocaine.

That 40-gram threshold matters. Under federal law, it triggers a mandatory minimum sentence of five years and a maximum of 40 years in prison upon conviction.

The government is also seeking to take three weapons from Arnold. An Apache Arms AA15 5.56mm pistol. A Glock 20 Gen 4 10mm pistol. And a 5.56mm AR pistol. All with associated ammunition.

His arraignment date in federal court has not yet been set.

The CPD Officer Connection

Arnold was recently convicted in state court for a firearm crime connected to a June 5, 2025 police chase.

That chase ended with Chicago Police Officer Krystal Rivera being shot.

The federal drug indictment comes on top of that state conviction. Arnold is now facing consequences from both courts simultaneously.

A Decade of Arrests

CPD public arrest records reviewed by Chicago Crime Chaser show a clear pattern going back to 2016.

At 18, Arnold was arrested for carrying a firearm with a defaced serial number in a school or park.

At 19, he was arrested again. Same charge. Aggravated unlawful use of a weapon with a prior conviction. Another firearm with a defaced serial number.

By 22, Chicago Police had placed him on the mandatory gun offender registry after arresting him for cannabis dealing and failing to register as required.

At 24, he was arrested for unlawful use of a weapon as a felon with a second or subsequent conviction. That charge means the system had already counted multiple prior felony convictions against him.

On June 19 2025, just two weeks after the police chase that led to Officer Rivera being shot, Arnold was arrested again. This time the charges included cocaine dealing and three separate counts of possessing a firearm as a repeat felon. He was also charged with armed violence Category I.

Chicago Crime Chaser has not been able to independently verify the outcomes of those prior cases.

Four Co-Conspirators

Arnold allegedly did not act alone. Four co-conspirators were indicted separately earlier this year on related federal drug and firearm charges.

Dashawn Powell, 40, of Chicago.
Tarell Smith, 39, of Chicago.
Joshua Thomas, 42, of Chicago.
Bernard Spencer, 33, of Chicago.

All four have pleaded not guilty and are awaiting trial. All five defendants, including Arnold, are currently in law enforcement custody.
