The Federal Government has invited Nigerians and other stakeholders to submit proposals for the Finance Bill 2027 as it begins preparations to review and strengthen the country’s fiscal framework.

The Federal Ministry of Finance is seeking practical and evidence-based submissions from individuals, businesses, investors, professional bodies, civil society organisations, academics, public institutions and other stakeholders.

According to the ministry’s call, the exercise is intended to identify gaps, inconsistencies and implementation challenges in existing laws and regulations and develop reforms capable of improving Nigeria’s fiscal and economic environment.

The government said proposed reforms should support improved revenue mobilisation and tax administration, strengthen fiscal transparency and accountability, reduce unnecessary regulatory burdens and promote investment, productivity, competitiveness and sustainable economic growth.

Stakeholders are encouraged to identify specific laws and provisions that require amendment and, where possible, provide proposed drafting language and evidence to support their recommendations. General policy suggestions will also be considered, although the ministry indicated that specific legislative proposals would be more useful in the drafting process.

The consultation covers a broad range of fiscal and economic issues.

Among the areas listed are tax policy and revenue administration, including tax compliance, taxpayer services, tax incentives, customs and excise duties and coordination among revenue agencies.

The ministry is also seeking proposals on fiscal policy and public financial management, including revenue and expenditure management, budgeting, public debt, fiscal sustainability and intergovernmental fiscal relations.

Other areas include fiscal responsibility, financial reporting, budget discipline, transparency, institutional oversight, capital markets, investment and cross-border capital flows, anti-money laundering and other financial regulations with significant economic implications.

The government is also open to recommendations on other laws, regulations, policies and institutional arrangements that may require amendment or harmonisation to improve economic governance and Nigeria’s competitiveness.

The consultation is expected to provide an opportunity for businesses and members of the public to highlight regulatory challenges affecting their operations and propose changes they believe could improve the economy.

The ministry said it is particularly interested in proposals that can reduce leakages, regulatory abuse and overlapping mandates, while improving institutional coordination, transparency, accountability and revenue mobilisation without unnecessarily restricting economic activity.

The initiative comes as Nigeria continues efforts to strengthen its fiscal position, improve revenue collection and create a more predictable environment for businesses and investors.

The submissions will form part of the preparatory process for the proposed legislation, giving Nigerians and affected sectors an opportunity to influence the fiscal reforms that could shape the country’s economic and regulatory environment in 2027.
